Members of the public wishing to address the City Council under Public Comments or regarding any specific agenda item are asked to sign-up on the list located at the back of the room.
This is an opportunity for members of the public to address the Council on items not on the agenda or those items on the Consent Agenda. The public will have an opportunity to comment on any agenda item during Council discussion of that item, with the exception of any item that was continued from a legally noticed PUBLIC HEARING that has been CLOSED. If a speaker requires more than 3 Minutes for his or her comments, the speaker may submit additional comments in writing to the City Clerk. Speakers may not cede their time. Council may ask questions but may take no formal action on items addressed during the Public Comment period. Please use the microphone and state your name for our records. If you desire a written response, please provide the City Clerk with your mailing address.

6. Consent Agenda
The City Manager recommends approval of the following Consent Agenda items:
All Resolutions and Ordinances on this agenda, or added hereto, shall be introduced or adopted, as applicable, by title only, and the full reading thereof is hereby waived.

Recommended Action: Approve disbursements as presented

Adopt Resolution No. CCR-09-XX RE: Claiming A Share of Local Transportation Funds In the Amount of $0 for Streets and Roads of a Total Allocation of $80,842 and
Authorizing the Mayor to Execute the Claim (City Manager)
Recommended Action: Adopt Resolution


7. Public Hearing and Consider Resolution No. CCR-10-XX RE: Establishing the Application Filing Fee for an Administrative Use Permit to Establish A Medical Marijuana Dispensary (City Manager)
Staff is making a recommendation for the City Council to implement a fee of $400.00 plus criminal background check expenses for the Administrative Use Permit for Medical Marijuana Dispensaries.


8. Second & Final Reading of Ordinance RE: Amending Title 18 By Adding Chapter 18.96 to the Mt. Shasta Municipal Code “Medical Marijuana Dispensaries” (City Planner)
Council will consider approving the second and final reading of an Ordinance Amending Title 18 of the Mt. Shasta Municipal Code to add Chapter 18.96 that regulates the operation of Medical Marijuana Dispensaries within the City of Mt. Shasta. Should Council proceed with this second and final reading and adopt the Ordinance, it will become part of the Mt. Shasta Municipal Code 30 days thereafter.


9. Second & Final Reading of Ordinance RE: Amending Title 18 of the Mt. Shasta Municipal Code By Amending Chapter 18.08 By Adding Sections 18.08.317, 18.08.352, 18.08.777, 18.08.787, And 18.08.792 To “Definitions”; And Adding Chapters 18.97 “Single Room Occupancy”; 18.98 “Emergency Shelters”; And Chapter 18.99 “Reasonable Accommodation Policy” (City Planner)
Council will consider approving a first reading of an Ordinance amending Title 18 of the Mt. Shasta Municipal Code which will add new Sections and Chapters to Title 18 to add definitions and information related to Single Room Occupancy, Emergency Shelters and a Reasonable Accommodation policy. Should Council proceed with this second and final reading and adopt the Ordinance, it will become part of the Mt. Shasta Municipal Code 30 days thereafter.


10. Discussion and Possible Action RE: Review of Beautification Committee’s Design Schematics for Improvements to the South Mt. Shasta Boulevard Entrance to the City and Authorization of Request for Donations to Implement the Plan (Council Member Boss & Chair Lorie Saunders)
Council will review and provide direction as regards the design for the improvements to the South Mt. Shasta Boulevard Entrance to the City as provided by the Beautification Committee. The Beautification Committee would like to attach the design information to the letter they have proposed to request donations for construction of the project.


11. Adopt Resolution RE: Amending Resolution No. CCR-08-56 Implementing Employer Paid Member Contributions to the Public Employees’ Retirement System (City Manager)
The City currently pays the employee share of PERS contributions, (currently 7% of an employees base salary), as a part of the employee benefits provided to City workers. Council will consider whether to adopt a policy that would require new unrepresented employees or current unrepresented employees who might accept a promotional position, after July 1, 2010, with the City to pay the employee share of the PERS contribution themselves.

Shasta Blvd., Mt. Shasta, CA at the same time the public records are distributed or made available to the members of the legislative body.

Agenda related writings or documents provided to a majority of the legislative body after distribution of the Agenda packet will be available for public review within a separate binder at City Hall at the same time as they are made available to the members of the legislative body.
